Do not cancel the message notification after replying

I activate the persistent notification but it does not work correctly, after replying the whatsapp or telegram notification is deleted both from the sending phone and the receiving phone, why?

Edit: at least add this function in the notifications you reply, I write a message I send it, the notification must remain in order to write more, correct?
