Always place "Dismiss Everywhere" option in the same spot

On Chrome notifications, it appears that the "Dismiss Everywhere" button appears as first choice when more than one action isn't available, but second when the multi-action button is used. This creates an inconsistent experience. Can it be placed either always first or always second?

This would help me out a lot as I have hotkeys bound to clicking where the notifications show up on the dismiss/action buttons. I'd like to think of one hotkey as the "dismiss" key and one as the "action" key, whereas now I have to think of them as the "button 1" and "button 2" keys.
