Manually set device local IP(s), useful for users on OpenVPN, wireguard or other VPNS

For users that run a local-network-like VPN like OpenVPN, wireguard, zerotier, tailscale, etc. it would be useful to set a devices local IP address, that way discovery is made more reliable and transfers more secure. If none of the IP addresses listed for that device are reachable, then automatic discovery can be done. Additionally a toggle could be added to only do P2P over those listed IPs, that way devices will not exchange data via untrusted WiFis.

I personally run ZeroTier on all my devices, so they can reach each other no matter where they are. This would be a very nice thing to have.
